Records show that Jirongo received Sh250 million from the county as compensation for land in Mukuru kwa Reuben, which already hosted public facilities, including a primary school, a clinic and a police station.
The payment followed a conditional settlement reached after Jirongo pursued compensation claims despite questions over ownership and existing public use of the land.
Although the agreement required Jirongo to surrender a clean title deed free of debt, the land remained tied to a long-standing loan with Postbank Credit, whose liquidation was under the Kenya Deposit Insurance Corporation.
Despite this, Nairobi County proceeded to release the funds.
Investigations later revealed that Jirongo used part of the money to settle personal and business obligations.
Among the beneficiaries was Francis Atwoli, who received Sh60 million as part payment of a friendly loan valued at Sh100 million that he had extended to Jirongo earlier.
Court records further indicate that Jirongo faced multiple legal battles over land ownership and unpaid loans running into billions of shillings.
Several properties used as collateral were later identified as public land acquired through irregular processes.
Over the years Jirongo relied on negotiations, settlements and legal manoeuvres to manage mounting debts while maintaining a high-profile lifestyle.
His death has renewed scrutiny of the financial dealings surrounding public land compensation and the individuals who benefited from the proceeds.
Authorities say unresolved questions remain regarding outstanding debts and the full trail of payments made from the controversial Sh250 million settlement.
